Like many SF writers of his time, Clarke had a mixed record at creating fictional characters; normal non-alien beings, which he treated more like props than people, were a stumbling block. But Kubrick saw in that an excellent way to propel his film's narrative, seeing as he had no pesky character backstory to really work with...

I've read 2001, 2010, and The Sentinel, but I don't believe I've read anything else of his. Given these three, I agree with you. He really didn't seem to know what to do with his characters. This seemed most evident to me in 2010. I don't really know what the point behind the subplot between the lead and the Russian girl, beyond just killing time.
